When it’s time to leave there won’t be a lot of time for planning in a post contingency environment. Look at the floods in Texas, North Carolina and New Mexico, there was no time for planning or evacuation. A lot of people were simply swept away. Even with the best of planning it wouldn’t have helped some of those people. The situation developed far to fast and violently for anyone to react.
